Kronenwetter Plan Commission: Nonmetallic Mining Conditional Use Permit

The Village of Kronenwetter Plan Commission is meeting this evening (Wednesday 1/8/2025) at 6:00 pm to consider a Conditional Use Permit for a nonmetallic mining operation at 2070 and 2071 Queenland Drive. The conditional use permit was also on the agenda at the November 18th, 2024 Plan Commission Meeting and the Joint Redevelopment Authority & Plan Commission Meeting on December 12, 2024.

The proposed mining operation is located within the Village’s troubled Tax Incremental Financing District TID1.

Various residents have expressed concern that

the proposed development would remove available development property without creating any additional tax increment (tax base)
would potentially interfere with the potential future development of a Kowalski Road – I39 Interchange
and would be a change to the TID1 plan which would require approval by the TID1 Joint Review Board.

The applicant and their attorney have expressed concern (see letter to VOK in the References) that

“the Village has engaged in an inappropriate review of the CUP application” by holding the Joint Redevelopment Authority & Plan Commission Meeting
“A rejection of this CUP application would be a rejection of private property rights and arguably a taking under the United States and Wisconsin Constitutions, as the Village appears to be seeking to preserve this land without any economic use until such time as an interchange project is deemed viable.”
