Chair Gibbs, HRFC Committee Chair Robinson, and Supervisor Hart – 3 out of 38 County Supervisors – amended the proposed 2025 budget to expand the size and scope of County Government as well as increase the 2025 tax levy. This action disregarded the County Board’s practice of discussing and voting on proposed actions first at a Standing Committee of Jurisdiction and violated the County’s standard practice for creating new positions.
These 3 supervisors voted to amend the budget to expand the size and scope of County government and substantially increase the proposed tax levy at an 8:30 Monday morning HRFC meeting with very little notice to other Supervisors or the Public.
The HRFC agenda and packet containing the proposed amendment were posted on Friday afternoon (October 11th) before the Monday morning meeting. While these notices met the 24 hour notice requirement, they certainly didn’t provide a reasonable level of notice and transparency.
Chair Gibbs’ Rules for others
Chair Gibbs: … and collectively if we go back to one of the first rules that you uh or one of the first things that you were that was brought up by wca in a supervisor’s role and responsibility is understand that the result is collectively the work of the board collectively that means that no one supervisor by themselves or any uh small a group has control over anything so there that’s why it is it is brought to this committee to have input …
Additional information is provided in my earlier post, which provides an additional example of Chair Gibbs’ hypocrisy in applying the rules to those proposals that he disagrees with but not those he supports.
