Did the County Board actually commit to a $3,000,000 Loan Guarantee for Leathercamp Broadband? (Part 2)

Supervisor Robinson again asserts that the “County Board agreed to a $3 million loan in March 2022, with the terms to be approved by the County Board at a later date” based on the “County Board Resolution 21-22 (aka Leathercamp Project)”.

Resolution 21-22, which was passed by a County Board 2 terms prior to the current Board, did include a statement that the “Marathon County Board
authorize county officials to make available low interest loans available to PSC grant applicants”.

The $3,000,000 amount was not mentioned either in Resolution 21-22 or during the Board discussion relating to Resolution 21-22, so it does not seem accurate to state that the “County Board agreed to a $3 million loan in March 2022”.

During the March 15th, 2022 discussion, the statement was made that “but we need to be in a position to have the chair issue a letter tomorrow expressing the county support so therefore we’re bringing the resolution to you this evening again. Any loans above this would have to come back to this county board for approval at a future date …” (Emphasis Added)

This statement certainly seems inconsistent with the statement that the County Board has already agreed to the $3,000,000 loan guarantee for the Leathercamp project.

In the following video clip, during the discussion of a completely unrelated Resolution, Chair Gibbs comments on whether it is appropriate for a County Board to attempt to preempt decisions of future Boards.
